Jacqueline (Jackie) Kelly graduated magna cum laude from Elizabethtown College in 1999 and received her Juris Doctor from Dickinson Law School of the Pennsylvania State University in 2003. She has earned the distinction of being a Certified Elder Law Attorney by the National Elder Law Foundation, as authorized by the Pennsylvania Supreme Court.
Since 2003, Jackie has devoted her practice to elder law, estate planning (including special needs planning), and estate administration. Jackie works closely with individuals and families to draft simple and complex wills, trusts, healthcare and financial powers of attorney, living wills, as well as providing representation with guardianship proceedings. She provides the advice and guidance necessary for tax planning, planning for incapacity, as well as implementing an estate plan. Additionally, she manages probate proceedings and trust administration in which she guides the Executor or Trustee in successfully fulfilling the terms of a will or trust.
Jackie has extensive experience with elder law issues, involving long term care planning, assisted living, retirement issues, healthcare issues, nursing home placement, and Medicaid eligibility. She is skilled at exploring care options with clients as well as developing asset protection plans in order to protect a person’s property and life savings. Prior to joining JSDC in 2017, Jackie was a senior associate with one of central Pennsylvania’s leading elder law firms, Jan L. Brown & Associates, for 14 years.
Jackie enjoys serving the community. She lectures frequently to healthcare and community groups on estate planning, elder law, and estate administration topics. She is a volunteer for the Dauphin County Orphans’ Court guardianship pro bono monitor program. She has also appeared in The Senior Citizens News and Central PA Magazine in which she discussed estate planning topics.
Jackie is a member of the National Academy of Elder Law Attorneys, the Pennsylvania Academy of Elder Law Attorneys, the Pennsylvania Bar Association, the Dauphin County Bar Association, and the Pennsylvania Bar Association’s Elder Law Section.
Jackie is married and lives in the Harrisburg area. She and her husband are raising two children.
